THE Commission on Elections (Comelec) has issued the guidelines that would govern the use of social media, artificial intelligence (AI) and internet technology for digital campaigns in the 2025 polls.
The Commission en banc on Wednesday issued Comelec Resolution (CR) 11064, which includes the prohibition and punishment of its misuse for disinformation, and misinformation in connection with the May 12, 2025 local and national polls, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections.
Chairman George Erwin Garcia said that the Comelec needs to regulate the use of social media, AI and other forms of digital campaigning because these would definitely be the most accessible and widely used campaign platform in the 2025 polls, and would also be the most abused if without the guidelines.
"It is our commitment for the 2025 election campaign. We are sure that AI and deepfakes, and other platforms would be widely used," he said. "Equal opportunity for all is our commitment to the Filipino people."
Under the 21-page resolution, the Commission designated as implementing arm the Task Force sa Katotohanan, Katapatan, at Katarungan sa Halalan (Task Force KKK sa Halalan), led by the Education and Information Department (EID), and the Comelec Law Department, with the assistance of the deputized law enforcement agencies, and relevant government instrumentalities, in cooperation with accredited citizens' arms and partner organizations of the Comelec.
The main function of the TF KKK sa Halalan is to monitor registered and unregistered social media and online accounts or websites which are used to endorse or campaign against candidates, political parties/coalition, party-list organizations, or to propagate false information on the elections, election system and the Comelec.
It is also authorized to investigate detected or reported misuse or social media, AI, and internet technology in digital election campaigns, issue a show cause order, and motu proprio file election offense complaint.
